Statutory Guidance feedback
Complete this form to provide comment on the draft updated Covenant Legal Duty Statutory Guidance into the MOD’s Covenant team.
You can provide feedback until Friday 3 July 2026.
We particularly welcome comments on:
(1) Clarity and understanding: Is it clearly written and easy to understand? Are any sections unclear? Is it in plain English? What could improve its clarity? Is it easy to navigate? Does it take the right tone? Do the formatting and style make it easy to use?
(2) Scope and content: Does it miss any recurring Covenant disadvantages or opportunities for special provision (in the relevant policy areas)? Are there any key terms it doesn’t explain? Does it have any other gaps? Does it have any errors / misconceptions?
(3) Assisting Duty implementation: Does it clearly explain what the Duty is, who is subject to it, when, and when not? Does it help bodies in scope understand what they must do to implement the Duty? Does it allow for a range of delivery differences? Does it help the Armed Forces community and their advocates understand what the Duty means for them in practice?
(4) Effectiveness: Will it lead to increased knowledge among service providers about the Armed Forces, the Covenant, and the challenges of service life? Will it help all stakeholders assess if Covenant disadvantage or special provision are occurring in practice? Will it lead to reduced disadvantage and more special provision? What changes to the guidance could improve this?
(5) Any other points of feedback?
